To get Umbreon, you must obviously have max happiness, but you have to level Eevee up in a dark place, I did it in Dardusk Forest, and I don’t know if this is necessary but my Eevee was also holding a Moon Stone. My Eevee evolved to Umbreon at level 38, just an FYI.
