Is it OK to teach Charizard fly?
Fly is fine on Charizard. Especially if you have Charizardite X as MCX is optimized for physical strength and Fly is a physical move. It loses the STAB but it’s ability boosts the power of physical attacks.

Can Emolga learn Fly?
This would be an obvious reason as to why Emolga can’t learn the move Fly, but the main reason is likely due to its small stature, as the squirrel Pokémon is just 1 foot tall, rendering it unable to carry a human as the HM Fly needs it to.

Wing Attack is an awesome move on a Charizard. Especially since this one is sub-optimal to begin with (blast burn is the top move on Zard. Fire blast takes FOREVER to charge and is frankly and aweful move.

The only difference being perfect accuracy and 100% accuracy, and PP. You won’t be using Wing Attack 35 times before you heal, may as well go with Aerial Ace.
