Not all Legendary Pokemon are immortal because of what they represent. Some pokemon are essentially God. While others control the weather. I feel that the legendary birds (Articuno, Zapdos and Moltres) have long lifespans, not immortal and act like the phoenix where upon their death they are reincarnated.
