Only the Pokémon you’ve caught in Pokémon GO that were originally discovered in the Kanto region (as well as their Alolan variants) may be transferred. You can’t transfer Pokémon from Pokémon: Let’s Go, Pikachu! or Pokémon: Let’s Go, Eevee! to Pokémon GO.

Before you can transfer a critter from Pokémon GO, you’ll need to have either caught it or registered it in your Pokémon Home pokédex. This means that if you’ve obtained a rare Legendary in Pokémon GO that impossible to find in your other games, it cannot be transferred.

It’s broadly as simple as that, though there are some additional restrictions in place: With Let’s Go, though you can move Pokémon between different versions of Let’s Go and Home, once it’s in Sword and Shield, it cannot be used in Let’s Go again.
