Can you trade Pokemon on a DS emulator?
This will give you the Pokemon available via trading, but if there are Pokemon only available in the other game version of said generation, you won’t be able to get those. Not possible for DS or 3DS emulators.
Can you evolve Onix without trading?
You don’t. You have to trade Onix holding a metal coat for it to evolve.
Can you evolve Kadabra without trading?
You can’t, for the exact reasons you stated. While it would be possible if one of the ingame traders was willing to trade one, according to the Bulbapedia ingame trade list there is no such trader.
Is Pokemon bank free now?

Go to their website and change the primary DNS on your physical Nintendo DS/DSi/3DS with the one provided on the website. This also works for MelonDS, but you need a game which can change the WIFI configuration settings. I used Pokemon White for this, but every online capable game is able to do this.
