Gym Leaders are all equal, there isn’t hierarchie of power between them. For example in Kanto, Brock isn’t necesarily the weakest Gym Leader, and Giovanni the strongest. You don’t have to beat Brock first, and Giovanni last. When you fought Brock, he send against you only two weak Pokemon ( Geodude and Onix ).
