Are perfect IVs necessary Pokemon go?
If you’ve just started playing, IVs aren’t important for you at all. The fewer your resources, the less you have to, and can afford to, worry about IVs. As u/vangelismm stated, a Pokémon with 0/0/0 IVs performs at 90% of a 15/15/15 Pokémon.

A Pokemon with the best moveset dps wise but with lower IV will perform better than a similar one with a different moveset but higher IV %.
Does IV matter in raids?
IVs really only matter for short manning raids and getting maybe one additional ball from a raid. Moveset is way more important. I prioritize high level weather boosted mons with the right moves first and then worry about high IVs later.

The only way to increase the IVs of an individual Pokemon is to first complete the game’s main story and unlock the Battle Tower. If you have an item called a Bottle Cap or a Gold Bottle Cap, you will be able to exchange it to increase your Pokemon’s IVs through Hyper Training.
