Can Arceus learn all moves?
No. Though rumours say they can, they cannot. They’d both be too overpowered if they were to do so. Both of their movepools are large (Mew particularly) though they cannot learn every move.
Which form of Arceus is best?
For SD ground is the best, followed by normal and ghost. For Calm Mind I’d say Flying is the best, followed by Ground and Fairy. Overall, due to its ability to perform all 3 roles very well, as well as amazing two move coverage and good matchup vs a lot of meta threats, Ground arceus so the best overall.
Can Arceus learn?
Even though Arceus is the only Pokémon that can learn Judgment naturally, it can also be learned by Smeargle via Sketch or used by Mimic or Mirror Move, the type will then be Normal (Unless the user is holding a plate).
