Ampharos is better. Stat wise, Raichu will only come in handy compared to Ampharos speed wise(Also attack, but they both have higher special attack). Concerning move pools, Ampharos’ is more special based. which works more to it’s advantage more than it would for Raichu .

Luxray is more physical sweeper while Ampharos is more a Special Attacker and Special Defensive. Luxray has better stats for attacking but Ampharos has better for defensive. Luxray as better speed but is speed isn’t so great enough.. Both have same type and weaks.
Why is Ampharos so good?
Ampharos hits hard and takes hits like a truck. There are very few Gen I or II Pokemon, especially other Electric-types, that can fulfill these roles simultaneously better than Ampharos. Ampharos also has great coverage, albeit not particularly useful to stop its counters.
