Once you’ve caught Heatran, get yourself out of the volcano and continue to Route 228. From the T-junction of Routes 226 and 228, head east into the gate. Or, if you’re not ready, Fly back to Survival Area first and heal up.

Heatran will only appear after you go through Stark Mountain the first time with Buck. After Buck takes the Magma Stone, use an Escape Rope to get out of the mountain quickly and head back to the Survival Area. Go to the house next to the Pokémon Center and talk to Buck’s grandfather.
