A repack generally means that someone took the box apart first (often using box mapping tools), took out some of the more valuable cards (Things like Snapcaster Mage and Liliana of the Veil ) then resealed the packs with the other cards intact.

What is a booster repack?
It varies but it means that it has already been opened. Some repacks are completely made from scratch and will just contain the right number of cards others will be actual boxes that have had all the packs opened and the value cards taken out. A very few will acctually leave some value cards in and take others out.

Should I open my Pokemon cards?
Nothing wrong with opening packs if you enjoy it. You get slightly less value, but you get the fun of opening the pack, and for some that makes it worth it. If you have theme deck code cards and enter the code, the deck is not tradeable in game as far as I know. However each card and the coin are tradeable.
